Dr. Joseph Coelho holds a Ph.D. in International Relations from Northeastern University. He has written extensively in the areas of post-conflict state-building, civil society and democratization in the Western Balkans. Dr. Coelho is currently writing on issues of populism, religious identity, and counter-terrorism in the region.

Areas of specialization: International Relations; comparative politics; nationalism; democratization; and peace-building.

Spring 2023 Office Hours:

Giuliano is a visiting lecturer of Political Science. He holds a Master of Arts in Political Science from Northeastern University where he specialized in constitutional law, focusing on the role of judicial federalism in shaping Supreme Court jurisprudence.  Giuliano is now pursuing a Ph.D. in international relations at Northeastern, where he studies the role of knowledge-based international-coalitions in socializing member states to brings domestic policies into congruence with international-coalitions in socializing member states to bring domestic policies into congruence with international preferences.  He is currently writing on the Fourteenth Amendment as a tool of modern state building, regulation of plastics in the European Union, and the ongoing genocide in Yemen.

A former public defender, Attorney Gray was a Fulbright Scholar in Montreal; a Rotary International Ambassadorial Scholar in Egypt; a Prettyman Fellow at Georgetown Law Center, and a National Association for Public Interest Law Fellow at the Georgia Resource Center which represents those on Georgia’s Death Row. More recently, Gray was a UConn Humanities Institute Dissertation Fellow, a UMass W.E.B. Du Bois Community College Fellow, and a recipient of the Wood/Raith Gender Identity Fellowship.

Gray’s research interests explore the intersection between law, politics and human rights, often involving issues of race, class, and gender. She has published in the CLR James Journal; the Worcester Review; the American Philosophical Association’s Newsletter on Feminism and Philosophy and its Black Issues in Philosophy series blog; and a book chapter on the lack of due process at Guantanamo. While living in Cairo, Gray conducted an oral history of one of Egypt’s leading human rights law organizations which became her dissertation project.

She has taught previously at Hampshire College, Western New England School of Law, Greenfield Community College, and the University of Connecticut.

Christopher McCarthy-Latimer is an Associate Professor and Chair of the Political Science Department at Framingham State University.  He is also the Coordinator of our Civic Engagement and Service Learning Center.  He is also the Pre-Law Advisor for Framingham. Dr. McCarthy-Latimer got his Ph.D. and Masters from the State University of New York at Albany and his JD from American University: Washington College of Law.

Julia L. Maycock is a visiting lecturer in the Political Science Department at FSU. She earned her bachelor’s degree in journalism with a minor in cultural anthropology from the University of Massachusetts. She was a reporter with the Springfield Daily News covering education before earning her juris doctorate at Western New England University Law School. After graduation, she worked at the Housing Discrimination Project in Holyoke and with the attorney representing the Springfield Firefighters Union before moving to the north shore to establish her own practice.

Ms. Maycock has taught at Westfield State University in the Political Science Department since 2003. She teaches law-track courses including Constitutional Law and Civil Liberties. Ms. Maycock taught in classes in the Ethnic and Gender Studies and English Departments at WSU. She began teaching at FSU in the Spring of 2021. Prior to that she was a visiting professor at Northeastern Law School where she taught legal research and writing for two years in the Legal Skills in Social Context Program.

Attorney Maycock is a seasoned litigator. She had a solo practice representing families involved in Care & Protection cases in the juvenile courts for 20 years. She also did guardian ad litem work and was a certified independent court investigator in Essex County.

She has a passionate interest in Constitutional law and history along with a love of Native American history, art, and culture.

Dr. Carlos Ponce is an educator, researcher, consultant, artist, and practitioner.

Currently FSU's adjunct faculty teaching Introduction to Global Studies. He is also lecturer in the Columbia University SPS M.S. Nonprofit Management program, teaching International Nonprofits: Management & Perspectives; Adjunct Faculty in the John Hopkins University MA in NGO Management program, where he teaches the Institutional Fundraising course; Adjunct Faculty in the University of New Hampshire Master of Science in Global Conflict & Human Security, where he teaches Global Governance & Human Security; Lecturer/Adjunct at Northeastern University Global Studies and International Relations Master of Science Program, where he teaches multiple courses, including Human Rights, The Developers/Social Movements, and Latin American Studies. He is also Learning Facilitator at Boston University's Questrom School of Business, Online MBA program.

Until August 2021, he was a Senior Lecturer in the Columbia University SPS M.S. Nonprofit Management program, teaching and developing the Governance, Leadership, and Managing the Mission-Based courses. Dr. Ponce was also a lecturer at Tufts University, Venezuelan Central University, and Andres Bello Catholic University.

Dr. Ponce has over three decades of experience working in the fields of governance, civil society development, nonprofit management, networking, public-private partnerships, social movements, human rights and democracy empowerment in the US and globally. He has monitored, fundraised, and executed program activities of over $90 Million for an extensive portfolio of private and public donor-funded programs, including USAID, DRL, OTI, DOS, IAF, NED, European Union, Taiwan Foundation for Democracy, DFAIT, World Bank, CAF, IAF, Kellogg, and the Tinker Foundation, among others.

Additionally, he has played important roles as a social, political, economic, policy and management consultant to countless national and international nonprofits, government agencies, private companies, and institutions in strategic management, planning, governance, judicial reform, rule of law, accountability, social responsibility, regulatory, fundraising, empowerment, environmental, alternative dispute resolution, and human rights.

Dr. Ponce also played a role at international and regional non-profits networks; he is a former member of the Steering Committee of the World Movement for Democracy, a former member of the International Steering Committee of the Community of Democracies, and former General Coordinator of the Latin American and Caribbean Network for Democracy (Redlad).

He is the Senior Fellow at Victims of Communism Memorial Foundation and Museum (VOC) and fundraiser for several nonprofits, managing several DOS and USAID projects. He was the Director for Latin American and the Caribbean and a Senior LAC Fellow at Freedom House where he successfully managed a multimillion regional portfolio with multiple programs in various countries. He is active in the media as an El Tiempo Latino newspaper columnist, writes op-eds and articles for several newspapers in the US and Latin America, has published several books, and he was the Co-Editor of the Nueva Politica Magazine.

He combines his work as practitioner and academic with his passion for the arts, as an artist/painter and curator.

Dr. David Smailes is an Associate Professor in the Political Science Department at Framingham State University. Dr. Smailes received his Ph.D. in Political Science from the University of Massachusetts at Amherst and his B.A. from the College of Wooster in Ohio. His research interests include American political history, the presidency and American political thought.

Dr. Smailes is also the Program Director for the Masters in Public Administration program at FSU, as well as an instructor in that program.  He is also a frequent presenter on American politics in a variety of venues in the Metrowest area.

Prior to joining the Framingham State community, Dr. Smailes taught at Westfield State University and Regis College.

Tom Wood received his Ph.D. from the Fletcher School of Law and Diplomacy, Tufts University. Wood has previously taught at the American University Central Asia in Bishkek, Kyrgyzstan, Trinity College Hartford, CT, and, the University of South Carolina Aiken. Other career incarnations have included stints working for INGOs focused on higher education reform in former communist states, and, advising on democratization in the former Soviet Union.

Areas of specialization: comparative politics and international relations.

Research interests include the international relations of former Soviet small states, former Soviet Central Asian politics, Turkish politics, democratization, and, US foreign policy toward the former Soviet Republics.
